Every once in a while, when the city's in uproar because of the attacks (when wasn't it, honestly?), he would take Fleur with him to train - he would eat the crow and the magic stored in it granted him the crow's wings as they were one for that brief moment. With those wings he'd fly them both to a safe spot he knew in Coerthas Western Highlands.
Fleur wanted to be a dragoon, Theo was tainted by the dragons - both his blood and aether touched by them, not by his choice; and, because of her, he decided to not run away from it. Instead, he used the knowledge he had acquired during his travels. Namely, before the Calamity, he briefly heard about summoners and their relics from people in Mor Dhona - so he painted Fleur's and his skin with the same patterns and let the draconic blood lead the aether where he wanted it to be; and over time, they learnt how to make that tether work.
As he was settling in Ishgard, he was working as an aide to a blacksmith in the Brume; he didn't know how to make weapons, but by Twelve, did he know how to design them and make them as efficient and as cost-effective as they could be; and his way of taking care of them showed he knew his way around the weapons more than he would ever reveal.

Dalamud's fall and reveal of Bahamut waking up magic in him; and giving life to a creature that has already died in his arms.

He needs to learn how to trust himself; and to trust others less.
